Sewing?

Great skirt. It looks to me like there is a panel at the center back which is made of a tier of ruffles or flounces (4, I think.) It doesn't look bustled. I've spent some time looking for a pattern to refer you to, if only to look at the drawing, but no luck. My younger daughter had this feature on a party dress at one time. I think you would have a flat panel for the center back, sew several deep ruffles to it, slightly overlapping, then sew the panel to the rest of the skirt and gather the whole thing into the waistband. The ruffle ends are sewn into the seams. Butterick has a gypsy costume pattern with overlapping ruffles that might at least give an idea of how to do the overlapping ruffles.

I have this book http://www.amazon.com/review/product/0486404854?filterBy=addFiveStar And it has helped a lot. I would cut the front and back like a plain skirt, put the front aside and turn the back into a ruffled panel. To make a ruffled panel, cut rectangles a little longer than your ruffles will be, and twice as wide. Hem them and gather them, then layer them onto the back before you sew the back to the front. Have a side opening and a traditional waistband. .

Actually, it is both. She does not have a bustle that was popular for like 2 years with the hoipoloi during the 1890s, but there is room for a padded bustle. Do you have a pattern? If not, you can either make the fullness at the back with room to add a bustle you tie around your waist, or you can form the bustle by sewing a series of gathered pieces of fabric under the bustle area, sew on your layers, and bring the back of the dress where the first layer starts up so it poufs. You would bring that section of the back of the dress up by either 2 or more "strings" (generally ribbons that go from the waist to the desired spot to hold the fabric up in place) or by sewing to the underskirt (strings are easier). Did that make any sense? It would be so much easier if I could take a piece of fabric and show you instead of trying to awkwardly describe it.

it looks layered but somewhat bustled... i think the fabric is just crinkly and bunched up and its layered

Your best bet would be to get a pattern. There is a lot of patterns out now that are historical. Try Butterick or McCall
