Can local governments impose registration fees and licensing on scooters without state approval?
Towns/cities in my area of Indiana have been instituting "ordinances," which make it illegal to drive a scooter/moped in town without a license. To get your license, your scooter has to be inspected and you have to pay a registration fee. These apply to scooters with 49 cc or less. Indiana's state laws say that if it's 49 cc or less, you don't need to have a license, etc. So, would local governments' ordinances stand up if challenged?
